		<description>Thank you for highlighting the innovative approaches of all counties covered in the videos, I know there are many more counties developing great approaches to this CA challenge. In Glenn County, we saw AB109 as an opportunity to maximize partnerships and develop collective approaches to build &amp; provide a safety-net of services for our re-entry population and keep our communities safe! We Thank CSAC for covering our efforts and highlighting the impact of our innovative approach. The key for any county to replicate these efforts are: Leadership, the ability to leverage your partnerships and being an agent of change for a population that is considered &#039;voiceless&#039; in our communities...we are their second chance! :) Thank you again!

		<description>When the ACA takes full effect many millions more people will be covered by insurance—either through their work or purchased on their own. That may be the “4 times higher” number to which you refer. The Medicaid-MediCal program currently covers adults who fall below the Federal Poverty Level (FPL.) The expansion will cover more adults who are at some level above the FPL—at least 137 percent of FPL, because that’s what the Federal ACA says. However, some Lawmakers in California are proposing that Medi-Cal should cover adults making up to 200 percent of the FPL. That issue could be decided during the special session or as part of the usual budget process. 

Under the ACA, the Federal Government will pay 100 percent of the costs for health care for the first three years. However, whether the Counties or the State will shoulder most administrative burden has not yet been decided.</description>

		<description>I&#039;m very disappointed to see the direction CSAC has taken on the implementation of AB109. Instead of asking for repeal of this rushed law, (that lawmakers intentionally restricted the public and crime victims rights to participate), you&#039;re proposing that we continue to rush ahead as long as the counties get their anticipated piece of the pie.

The unfortunate truth of the matter is that the only way to derail this dangerous law is to NOT ensure funding. Crime Victims are urging the repeal of AB109 with the chance to start over and participate criminal justice reform. In no way should any organization which represents the interest of a public entity be rewarding the bad behavior of the legislature. If the counties want to support the idea of raising taxes that&#039;s one thing.  To ask voters to pay more to live more dangerously is quite another. I urge your group to consider demanding that AB109 be repealed or delayed until such a time that each county can prove that they are ready for this type of change.</description>
